گذری بر صنعت آسیابانی کشور در سال ۱۳۹۸

صنعت تولید آرد کشور، سالی سرشار از چالش های متعدد را رو به اتمام دارد. سالی که از آغاز دارای فراز و نشیب بوده و در نهایت در پایان سال نیز دچار مشکلات متعددی است.

آغاز سال ۱۳۹۸ با ابتلای کشور به توطئه تحریم های تازه وضع شده شرایط سختی را به خصوص برای واردات و صادرات تجهیزات و ماشین آلات صنعتی ایجاد نموده و همچنین بخش صادرات آرد را نیز به مرور در عمق خود فرومی برد. این امر به جهت تجهیز و نوسازی سیستم های فنی و تکنولوژی برای کارخانجاتی که قصد پیشرفت و بهبود عملکرد خود را در این بازار هدف گذاری نموده بودند، چالشی سنگین محسوب می شد.

همچنین آمار صادرات آرد حاصل از گندم عبور موقت نیز رو به کاهش بوده و عمده ترین دلیل آن به جهت بهای دلار در بازار ایران عنوان می شد که منفعت و سوددهی تولید آرد را به شدت دچار مشکل نموده بود.

ابتدای سال ۱۳۹۸ به واسطه بارندگی های پر بار در فروردین ماه و عدم آمادگی نظام آبخیزداری کشور به جهت مقابله با این میزان بارش با آبگرفتگی و سیل ایجاد شده، ضربه بزرگی را به تولید گندم کشور وارد نموده و میزان تولید گندم با اختلاف بسیار زیادی نسبت به میزان سالیانه مصرف در کشور نشان از وجود چالش های فراوانی در ادامه سال با خود داشت.

از پدیده های خوش یمن سال ۱۳۹۸، فعالیت هرچه قدرتمندتر و دارای شفافیت بیشتر در دو سامانه سایر مصارف و صنف و صنعت بود که توانست بازار مناسب و متعادلی برای کارخانجات آرد ایجاد نموده و مبنای تهیه و توزیع آرد در سطح کشور به سمت کیفیت بهتر و همچنین مصرف متعادل تر سوق داده شد.

همچنین آغاز سال ۱۳۹۸ با پذیرش دولت به جهت پرداخت مابالتفاوت وجوه و دستمزد های سالیان گذشته به کارخانجات عامل مناسبی در گردش مالی کارخانجات بوده و بسیاری از واحد های تولیدی در سطح کشور توانستند کمبود های ایجاد شده در سال های گذشته را جبران نموده که نتیجه آن ، ارتقای کیفیت آرد های تولیدی در سطح کشور به واسطه ی توان رسیدگی بیشتر کارخانجات به بخش های فنی، تولیدی و کنترل کیفی بود.

اوج رونق در بازار گندم، آرد و نان با برگذاری نمایشگاه IBEX به خصوص هم زمانی آن با نمایشگاه شیرینی و شکلات بود که در آن تولید کنندگان و مصرف کنندگان این صنعت در یک محیط گرد هم آمده و توانمندی های خود را عرضه نمودند.

متاسفانه بر مبنای روال عادی تصمیم گیری ها و برنامه ریزی ها در عرصه صنعت و تجارت در کشور با فاصله بسیار کمی پس از برگذاری نمیشگاه IBEX سامانه آرد سایر مصارف مسدود اعلام شد و تمامی تلاش ها و هزینه های صورت گرفته در نمایشگاه عملا ناکارآمد شد. همچنین مسدود بودن دو ماهه این سامانه نیز وقفه بزرگی را در بازار های جدید ایجاد نمود که خوشبختانه با بازگشایی مجدد این سامانه، رونق به بازار گندم، آرد و نان بازگشت.

از جمله اتفاقات خوب در این سال می توان به برگذاری اولین همایش iranGrain اشاره کرد که نوید فصل جدیدی در ورود ایران به بازار های بین المللی و رونق هر چه بیشتر بازار داخلی را با خود به ارمغان آورد.

در انتهای سال ۱۳۹۸ تقابل صنعت آرد ایران با عدم برنامه ریزی مناسب و عدم پیش بینی صحیح از وضعیت گندم ایران به چالش تبدیل شد.

سیلاب ابتدای سال و کاهش تولید گندم در کشور کاملا می توانست وضعیت انتهای سال را قابل پیش بینی نماید اما متاسفانه این پیش بینی به درستی صورت نگرفت و تصمیم گیری واردات گندم را با تاخیر مواجه نمود که به همین دلیل انتهای سال جاری با چالش کمبود گندم در کشور و نبود گندم در برخی استان ها رقم خورد.

امید است که این‌گونه برنامه ریزی ها در رده های دولتی با توجه به تجربیات سال های گذشته و تشخیص صحیح نیاز های کشور در سال های آتی با نظم و کیفیت بیشتر صورت پذیرد تا سال ۱۳۹۹ را که با ۲ چالش بزرگ شیوع ویروس کرونا و قرارگیری ایران به فهرست FATF آغاز می گردد با کمترین سختی و بهترین شیوه های گذر از موانع طی شود.
